budget

Dear Prime Minister Sir,

 There are three segments of rakyat which should be emphasized:
1/ those between 1 to 19 years old.= 10.45 million =36.45 % of the population.This sector requires 100% human resource investment now 
2./ Population between ages 20 to 59 years =15.871million = 55..9% of the population.This is the most vibrant,innovative,hard working,open to influence and inducement,critical, emotionally arrogance,intellectually receptive to technological advancement, energetically productive from which the strength of country's administrative machinery is based.Extra Social and Financial considerations must be accorded high priority and bigger slice of the budget to provide confidence, commitment and unwavering administrative and political support for the system.Special in dept study  should constantly be made to monitor the performance effectiveness from this group by way of providing instant rectifying priorities of financial packages incentives in the event any unexpected administrative problems crop up during the implementation period. Maintenance for this can be be exorbitantly prohibitive and thus the formulation of the budget must be very practical and responsive to their concurrent demands: people;their own and leadership aspiration.  
3/ The other sector is coveresd by those within the age group considered as senior citizen which is still very substantial in numbers (2.193 million=6.2% of the population). Although this segment is a depleting asset, nevertheless they are cheap to maintain and require no extra training but they still can be effective as advisory agent of social change to provide support for the young inexperience administration especially if their willingness could voluntarily be harnessed with minimal financial inducement. 

So our budget fundamental consideration must take into account these three important aspects which ensure prospective comfort zone for each sector to leverage and help budget implementation with success.

4/Economic wastage and pilferage could be avoided once the economic interests of all these groups are propositional y and  sufficiently maintained within their respective comfort zone.They will have to be constantly guided by policy makers as to which are priorities In view of the the coming pr 13, "rakyat welfare" should be top priority to be sufficiently focused by the budget while development should take second precedence because of the immediate impact brought about by its implementation once the budget is approve.

5/ To improve transparency and accountability,the government must act now not tomorrow to stamp all forms of corruption from the top to the bottom of the administrative and political ladders,For instance the PKZ scandal and the widely reported corruptions involving current powerful political leaders of the BN government must be tackled immediately or at least the MCC speed of investigation must be further accelerated and the AG"s chamber must provide a follow through so that the "golf swing can be directed to the pin" without having to show any sign of a hook or slice.This is professionalism. Professionalism is the key to build  up service with integrity and accountability.

6/ Other applied practical models to improve transparency and accountability are many and varied depending on the level and status of implementing agencies.No implementing agency should be single handedly authorised to approve any projects for certain sectors with certain prescribe amount without tender committee concurrence.All mega projects must be offered through public open tenders ; Officers in-charged of important projects which are likely to induce corrupt practices must not stay too long in the same position or area of operation through constant transfers to be regularly arranged to avoid familiarity.Familiarity breeds contempt and frustration.

Auditing activities must be carried out daily,weekly, monthly or the least three monthly to ensure that wastage,delays,over spending, abuse of authority and frolicking by officers are constantly checked and monitored and any negligence, misdeeds or defects  in the implementation could immediately be brought to prompt attention.

Finally officers must constantly be reminded to maintain honesty and professional integrity at all times through the creation of internal covert reporting system under disguise as is practice in Singapore civil service besides high remuneration paid.Misdeeds must be triggered through self inflicting spiritual device of haunting human conscience based on the premise that is legally acceptable maxim; "He who comes in equity must come with clean hand".Truth must guide one's vision all the time to achieve success.
